Aim, Scope, Basis and Definitions of Terms

Aim

ARTICLE 1  - The purpose of this directive is to regulate the working principles regarding the establishment, duties, authorities and responsibilities of Gazi University Enterprise Data Management Coordinator.

Scope

ARTICLE 2 -This directive comprise of the provisions regarding the establishment, duty, authority, responsibility and working principles of Gazi University Enterprise Data Management Coordinator.

Basis

ARTICLE 3 - This directive has been prepared in accordance with the Higher Education Law No. 2547.

Definitions of Terms

ARTICLE 4 - The mentioned in this directive

Unit: Faculty, Graduate School, Vocational School, and Application Centers, Boards, Coordinatorships, Departments and other departments affiliated to Gazi University,

Coordinator: Corporate Enterprise Data Management Coordinator,

Coordinatorship: Coordinator of Gazi University Enterprise Data Management,

Deputy Coordinator: Deputy Coordinator of Enterprise Data Management,

Enterprise Data: Metadata related to the data managed in the units affiliated  to Gazi University,

Rector: Rector of Gazi University

Senate: Senate of Gazi University

PART II

Duties and Units

Duties

ARTICLE 5  - The duties of the coordinatorship include the following activities.

 (1) The enterprise data and information assets in the units affiliated to University in accordance with the determined rules and methods:

Identification

Generation,

Integration

Ensuring its quality (accuracy, integrity, topicality, validity, confidentiality, accessibility) throughout its life cycle,

(2) Managing the processes related to enterprise data owners, enterprise data users and enterprise data controllers,

(3) Creation of enterprise data and information that will constitute input to internal and external plans, reports, certifications, rankings and indicators,

for carrying out the activities of developing, executing and evaluating the necessary plans, programs and applications in coordination with the relevant units.

ARTICLE 6   - The units of coordinatorships are:

ARTICLE 7   – The duties of the coordinator include the following activities.

(1) The Coordinator is appointed by the Rector from among the teaching staff of the University for a period of three years. The Coordinator whose term of office has expired can be reassigned.

(2) In line with the duties of the Coordinatorship, Coordinator is primarily responsible to the Rector for the regular conduct of the work, the supervision and control of all the activities of the Coordinatorship. It prepares the annual report on the evaluation of the activities of the coordinatorship on a regular basis. It can cooperate and carry out joint studies with institutions or people outside University in necessary situation.

(3) The coordinator leaves its power of attorney to deputy coordinator in short-term departures. The power of attorney for the coordinator cannot be longer than six months. In case the power of attorney is longer than six months, the duty of the Coordinator ends.
In case the Coordinator is dismissed or leaves the post before the expiry of her term, a new Coordinator is appointed.

Deputy Coordinator


ARTICLE 8  – The duties of the deputy coordinator include the following activities.

(1)The deputy coordinator is appointed by the Rector from among the teaching staff to assist the work of the Coordinatorship based on the recommendation of the Coordinator for a period of three years. When the coordinator is not on duty, the deputy coordinator stands in for coordinator. In the event that the term of the coordinator expires or leaves his position for any reason, the duty of the deputy coordinator also ends.

(2) To carry out the tasks assigned by the coordinator in accordance with the division of labor.

Working Group

ARTICLE 9  – The need for technical and administrative personnel required for the execution of the activities in the scope of the duty of coordinatorship is met by the personnel appointed by the Rector in accordance with Article 13 of the Law No. 2547.

PART III

Miscellaneous and Final Provisions

ARTICLE 10  - In cases where there is no provision, this directive is implemented with the provisions of other relevant legislation and the resolutions of the Senate and the Administrative Board

Validity

ARTICLE 11  - This directive  is effective as of the date of its adoption by the Senate.

Implementation

ARTICLE 12  - The provisions of this regulation are implemented by Rector
